Summary

ALTER-EU (Alliance for Lobbying Transparency and Ethics Regulation) is the Europe-wide coalition of over 200 NGOs and trade unions campaigning for stringent EU lobbying-transparency rules. It campaigns for full transparency — publication of all lobby meetings, lobby documents, and full lobby-footprint reporting.

Body

ALTER-EU’s central methodological contribution is the campaign against weak voluntary lobbying rules in EU policy-making and for transparent, enforced rules with publication of all meetings. The coalition led successful advocacy for the European Transparency Initiative (ETI, adopted Nov 2005), the 2008 Code of Conduct, the post-2019 Joint Transparency Register negotiations, and 2021 Inter-Institutional Agreement making registration effectively mandatory. The coalition’s campaign tactics combine: EU-institution-targeted litigation and FOI requests; comparative benchmarks (e.g. comparing EU Transparency Register to US LDA disclosures and Canadian Registry of Lobbyists); cross-border media partnerships; membership capacity-building for national NGO campaigns against national-level lobbying. “Full Lobby Transparency Now!” remains ALTER-EU’s flagship campaign: demanding publication of all meetings, of the documents shared in meetings, and of a full ledger of lobbying footprint across all EU institutions. The campaign is a working example of a transnational coalition running a multi-year, multi-institution, multi-jurisdiction structural-corporate-campaign. [source: alter-eu]
