2019 Bougainville independence referendum campaign
Summary
The 2019 Bougainville independence referendum was a non-binding vote held between 23 November and 7 December 2019 across the Autonomous Region of Bougainville in Papua New Guinea, giving registered voters a choice between “Greater Autonomy” and “Independence” [source: wikipedia] . Of 179,971 valid votes cast, 176,928 (98.31%) favoured independence and 3,043 (1.69%) favoured greater autonomy; turnout was 87.38% [source: wikipedia] . The Autonomous Bougainville Government, civil-society groups and church networks across Bougainville organised a two-week grassroots mobilisation around the vote; observers reported a “celebratory” atmosphere at polling stations [source: wikipedia] . The result was declared “Petition Free” on 24 January 2020, after which the Bougainville Government and the Papua New Guinean Government entered negotiations that produced a 2021 agreement for Bougainville to gain independence by 2027 pending parliamentary ratification [source: wikipedia] .

Background
The referendum’s origins lie in the 1988-1998 Bougainville conflict, in which an estimated 15,000-20,000 Bougainvilleans died per the Australian government’s figures [source: wikipedia] . The 2001 Bougainville Peace Agreement established the Autonomous Bougainville Government and committed to a non-binding independence referendum 10-15 years after the first ABG election (which was held in June 2005 with Joseph Kabui as president) [source: wikipedia] . Discussions about Bougainvillean independence predate the conflict: in 1968 two Bougainville members of the House of Assembly and 25 other Bougainvilleans met in Port Moresby to propose a referendum on Bougainville’s status [source: wikipedia] . ABG leaders, including President John Momis, were key proponents of the referendum [source: wikipedia] .
What happened
The Bougainville Referendum Commission, established in January 2016 by the ABG and PNG governments, completed the official “certified voter list” of 206,731 eligible voters in November 2019; 194,016 were residents of Bougainville and 12,715 were Bougainvilleans living elsewhere [source: wikipedia] . The vote was originally scheduled for June 2019, delayed twice, and held over two weeks from 23 November to 7 December 2019 [source: wikipedia] . At special male-only polling stations, males undergoing the upe rite of passage were allowed to vote [source: wikipedia] . The result was announced on 11 December 2019: of 181,067 votes cast, 98.31% favoured independence [source: wikipedia] . On 24 January 2020 the result was declared “Petition Free” with no appeals within the 40-day window, formally closing the referendum process [source: wikipedia] . ABG President John Momis said, “at least psychologically, we feel liberated” [source: wikipedia] . PNG Minister for Bougainville Affairs Puka Temu called the result “credible” but said PNG should have time to absorb it [source: wikipedia] . On 7 July 2021, the two governments agreed Bougainville would gain independence by 2027 subject to PNG parliamentary ratification [source: wikipedia] . As of November 2025, the ratification has not been completed and the Bougainville Constituent Assembly continues to develop the draft constitution [source: wikipedia] .

The independence campaign achieved its primary declared objective: 176,928 out of 179,971 valid votes (98.31%) for independence, and turnout of 87.38% [source: wikipedia] . The July 2021 agreement committed Bougainville to independence by 2027 subject to PNG parliamentary ratification [source: wikipedia] . As of November 2025, the ratification has not been completed and the Bougainville Constituent Assembly continues to develop the draft constitution [source: wikipedia] .
Lessons
- Centring an independence campaign on a single question (autonomy vs independence) creates a clear, winner-takes-all result.
- Inclusion of rarely-included voters (diaspora, men in upe rites) builds universal mandate without diluting the result.
- International recognition of the referendum process is critical for credibility.
- Decades of post-conflict institution-building are necessary for a referendum to be a credible climax.
