Manual de Incidencia Política (MinSalud Colombia)
Summary
A Colombian Spanish-language political-advocacy manual registered under slug incidencia-colombia with an erroneous source-domain reference (the URL resolves to the Colombian Ministry of Health homepage, not to an advocacy manual). [source: incidencia-colombia]
Body
The 2026-07-03 curl pass against minsalud.gov.co returned HTTP 403 (walled); the 20010331200926 Wayback snapshot recovered instead the MinSalud 2001 news homepage with three dated notices: “GOBIERNO REGLAMENTA JUEGOS PROMOCIONALES” (Decreto 493 de 2001 establishing ETESA as the successor to Ecosalud, with Julián Giraldo Suárez as encargado presidente); “LISTA GUIA PARA EL MANEJO DEL CANCER” (558-page Guías de Práctica Clínica en Enfermedades Neoplásicas for cancer patient care); and “INVIMA RECIBIÓ RECONOCIMIENTO MUNDIAL POR SU LABOR” (Invima received a Prague award from Reconnaisance Internacional for counterfeit-medicines enforcement work) [source: incidencia-colombia]. None of those is the Manual de Incidencia Política the slug purports to cover.
The Manual de Incidencia Política (Colombia) is a known public-health-advocacy training publication hosted on a different URL — the source’s URL field is an obvious paste from a previous harvest and does not point at the actual manual. The next build must relocate the correct URL (a minsalud.gov.co/sites/rid/Listas_normas/ or minsalud.gov.co/comunicacion-y-prensa/ deep link, or a separate Colombian CSO hosting the manual).
Use it for

Open Questions
- Re-locate the correct URL for Manual de Incidencia Política (Colombia) — likely on
minsalud.gov.co/sites/...or on a Colombian civil-society host (e.g. Foro Nacional por Colombia, Plataforma Colombiana de Derechos Humanos, Democracia y Desarrollo). The existingsource_urlfield is wrong and must be replaced before promotion.
